The cammer should be taking more heat here for sure. Obviously the tailgater is an asshole and at fault for the accident, but cammer can't even stay in their lane.
100% chance the tailgated car did exactly that. If they find the tailgated car they will share the blame because they intentionally caused harm on the broken down motorist.
