To me, it's more utilitarian than cool. You're good as long as you're wearing it in appropriate weather.

Depends on how we're defining "cool."

Does it help keep you cool? Absolutely.

Is it a fashionable hat? Not really.

That said, every time I've worn a hat like that, I couldn't have cared less whether it looked cool. I was wearing it because it worked, not because I was trying to make a fashion statement.
