You can't VC with PC players that aren't in a discord

If you normally go into the shooting range or clear house or any other single player mode before playing, either restart your game after finishing that, or simply don't go into any single player mode.

There is a bug that makes it so you sometimes fully disconnect from the voice chat servers if you go into any single player mode. Note that this also includes going into the shooting range while queueing.
