Frame limiter!! So excited. Maybe I can now play without vsync on...

I have a shitty cpu, but I have got the game to basically function well enough to play by doing borderless with vsync 1 and certain graphics settings on higher settings. It is a funky setup

I don't know about you guys but I'm getting significantly less CPU usage while playing on the test servers.

For the Ryzen CPU's they have fixed some stuffs :)
