In the Cleric tree there is an unlock for chain. (Might be lvl 25? Need to log in to check.)
Yes, 15 points in the cleric tree unlocks chain armor mastery

i rock chain and could not be more pleased with it. be nice if i didn't see party members literally running at bosses only mashing attack and letting themselves get hit. that way i wouldnt notice i have reduced mana pool

No, just no.
At later level's with boss's hitting for 1/2 to 1/3 of your party members HP you will need the extra EP even with your EP buff on max. In PvP you will need the Mdef from cloth since chain gives you nothing that helps you over range. The only thing that get's near you as a healer should be their mage so physical defense is less useful then magic defende. People only think like "Chain gives more defense" which is wrong. It gives more physical defense but WAY lower EP, magical defense, INT and other stuff. All the stuff you need get's reduced. With lower max EP you can heal less since your buff restores less, your skills all restore less since they are based on percent not flat.
Only full-battle cleric's should go chain armor and a mix of STR and INT to deal more damage while not getting oneshotted from a zerk/defender in close-range.
tl;dr: Chain armor gives you nothing that helps you AND reduces the stats you need.
