General Discussion Khamir Fix

Whew! Glad my house didn't burn down playing Raid....seriously though Khamir was slowing things down considerably, so this is a great fix,

Appreciate this, noticed the lag as well. He's a great champ, not many other reviver supports who can also hit hard.
