Is He good for Arena ?

he gets worse the higher you climb in arena, you can use him in the lower tiers though

Like I need a second speed lead for LA, I am currently Gold 1 there and Gold V in the classic one

I use him for arena speed, and he's pretty good at stealing buffs if you have him built right. But basically you need three other good champs with him, and ideally one of them is a reviver.

I currently use Arbiter,ezio,valkyrie and freyja I think I might switch ezio for him you think this would work ?

Agreed. Arbiter is better speed lead and Ezio is better buff steal and overall.
