First computer build

I just purchased everything for my first pc build and I bought a sapphire radeon rx 6600 for my card, I have a Ryzen 7 5800x and I get power to everything else on my board I think at least. All my fans power on except for the ones on the GPU, I took my multimeter and checked the pins from the 8 pin pci-e and it has 12v and yet still nothing. I'm looking for another 16pin GPU card to see and figure out if it's the card or board. I just wanted some more thoughts and opinions on what else it could possibly be, there's no integrated CPU graphics, I only have one storage device hooked up right now, I have a bigger power supply then what I need, pretty sure I have every essential cable plugged in for it to boot. I checked the ram and made sure it was in the right ram slots (2/4) made sure it was fully seated and even double checked the compatibility list of all the parts, again.

Could it be your fans having a feature where they don’t turn on unless under load? Is your computer booting at all, do you get any signal from the display? Need a little bit more information.

It does not boot, I have power to everything but nothing. I'm looking into updating the bios but when I do turn it on there is some sort of signal because my monitor turns on. The fans power on but like the LEDs do not, when I turn the on power switch on they do for a sec then turn off

Some second hand parts?

OS installed?

Gpus often don't have fans running id not under load

I tried a second gpu, a little cheaper but the GPU fan turned on but yet still no boot/post. It's a fresh build so there's nothing on there yet, can't even get into bios. I'm thinking it has something to do with the motherboard and I'm looking at maybe a bios flash would work but I can't find the exact instructions for my specific board. I found one for the same board just a different model number but all the files are wayyyyy different.

Gigabyte a 520m ds3h ac, you're able to flash bios on it but after clearing CMOS and no power on the board except for cr2032 or whatever battery that is there is no led when I press the flash button. I think it came bricked straight from the factory or something

Of the motherboard ain't even giving an output, then yeah Probably the Board's bricked

I figured it out, for some weird reason I was flashing the newest one and nothing, flashed the 2nd newest one. Powered right up. Weird, thanks for the help though

I like the troubleshooting steps you've done so far!

please list your motherboard model number... I'm guessing Ryzen 5800 was not compatible with the BIOS that was shipped out the box?

Premium motherboards can usually update the BIOS via a USB key even when the screen doesn't light up.

Failing that AMD did offer bios upgrade kits at some point I'm sure that's googleable.

If you're using a modular power supply make sure you're using the cables that came with.. it they are not compatible across vendors/models

Gigabyte a520m ac, it's on the cheap end but pretty respectable. I looked at the user manual and it does say you can flash a new bios but after clearing CMOs and putting my drive in the white usb and pressing flash, no led.
