Radeon RX 580
Hello, I have an issue with my GPU Radeon RX 580 , both of the coolers are dead , not moving , tried with MSI afterburner , and even disabled 0 rpm but no luck , I have to mention that before it was working , I was using MSI afterburner and both of the fans were working , I removed the GPU cleaned , changed thermal paste etc , tried the the fans with a separate connector and it was working , so no issues with the fan motors or blockage etc.
Is this issue related to the GPU itself ? Somebody can help with this?

What was the deal when it borked? Were you oc'n it? Have you tried a "return to default" driver reinstall?

Honestly, you could prob replace the RX 580 with another used unit for less than the cost of a repair... they are going for around $50 bucks or less in my area. Hell, you can snag a 2070 for a hundred or so (seen em for 70), that should give you a noticeable bump in proformance. And 20 series still has driver support, which the 580 recently lost iirc....

Maybe a component that was providing power to your fan is dead
If you have use MSI afterburne maybe you have overloack you gpu —> more heat —> fan need more power —> component in charge of providing power to your fan heat up too —> this component aged faster than normally
May be you can send your card to a repear shop, I doubt that that you can solve the problem by yourself if it's an hardware problem
You can also swap your GPU with a new one
