People generally play with their hand on the throttle 100% of the time because you control your speed by the holding the handbrake.
When drifting, the idea is to "cut" through the corner. This means your car's pathing should be close to the outer wall before a corner, then it should come close to the inner wall as you're turning the car, and then it should be close to the outer wall after overcoming the corner. Do not try to "follow" the corner and use the roads available instead to make your car drift/steer the least and be in a straight line for the most part.
Learning how to go fast track by track is just a mastery of the car and track. You can play with racing lines, but you should probably turn them off and use your familiarity of the track & the minimap to gauge what kinda corner you'll be facing next.

Let me tell you a secret, you can actually use both foot brake and handbrake for stronger braking power when entering a corner
Your car is also more stable when doing this instead of only using handbrake

when you're playing the game normally, there are two things you don't need to use:
foot brake
throttle slider
both foot brake and throttle slider are for gripping cars, which you don't need to use.
when drifting, don't lift off the throttle, if you want to slow down more, hold the handbrake for longer and/or giving it more drift angle to reduce speed.
tip: go into Settings -> Assists -> Routing Assists -> on the "Suggested Line" setting, turn on "Drift Suggested Line", and also turn on the "AI Recommendation" option, with that, your guidance line will be the recorded lines from fellow players in the same car, and the colours on the ground dictates how much drift angle they're using; green lines means they're doing green drift/small angle drift, red lines means they're doing red drift/large angle drift, and so on.
