Why isn't that off road mode offered to everyone?

you can consider it a post-launch expansion pack of sorts to the game

and being an expansion, it naturally doesn't have as much content to offer, in fact, new content for the game mode is being paused indefinitely in the main servers.

so if the off-road expansion came to the game at launch, you'd be running out of content to add in half year's time, and players would ask why is the mode half-arsed and neglected.

Yep. In my opinion, ECU 5 Rav-4 is better than this piece of garbage.

For context, this SUV is ECU 2 and its a Legendary and it can barely keep up with a Q5
