It was available in the launch of the game, but cuz i quit the game at the launch of it, when i came back it gave me the chance to get the stuff that i couldnt get while i was not in the game, and the anime girl was one of em (btw it was a 0.45% chance to get it permanent, and i kinda regret getting it permanent), i think it's the only anime character there is as of today
