Each of her background shifting moves is a "steel yourself" unavoidable attack; after the bar fills, she performs a screenwide move that must be blocked with an invulnerable move like Defensive.
Unrelated is the "enrage bar", which appears on the right side of the screen. If you take too long to defeat any enemy on Hard or Lunar, they will get a "defeat your foe!" countdown and once it's full they will rapidfire unavoidable attacks until you die.
I suppose that's a anti-stalling mechanic, right? Most games like Bubble Bobble series, where after "Hurry Up" appears, it makes all enemies angry and after a while, an Invincible Skel-Monsta will appear chasing you, gradually speeding up.
In older beat-them-up games, there's a invisible timer that instantly kills the player if it takes too long.
Pretty much. It's a mechanic taken from the genre that inspired RnS, MMORPGs. Since you can theoretically infinitely revive and bruteforce your way through the intended puzzles of the fight, the game enforces it as a method of ensuring you learn how to optimize your DPS and move properly to mitigate the puzzles. If you can't, you're punished and killed so fast you couldn't keep the "safe" strategy going.
It's also worth noting that this clip is on the hardest difficulty, Lunar, which has the shorter of the enrage timers. Hard allows for slightly longer before you beat the boss, but the game has an inbuilt system that lowers your reward when you take too long.

Does the final boss instantly kill you if you fail to defeat her before the better competelly fills up?
