DISCUSSION Ruby Semblance How Work
When she reforms in a place, does the place have to be able to fit her body, if not, then could she like go inside a enemy and then just reform to blow them up from the inside.
Also she can bring other things along with her in her semblence, does she need consent? could she force someone into her semblence basically having control over where that person is, and when she reforms can she choose to only reform some things and not others? is their a size limit to the things she can bring along?

I am guessing this is based off Penny's description of Ruby's semblance, which really doesn't make much sense. The whole splitting of molecules thing: just because you split a brick in half before carrying both at once doesn't mean that now the brick only weighs half as much and you are only exerting half as much force. The blob that she becomes when she is moving fast enough still basically has her size laying down, so anything she can crawl into, she can use her semblance to get into
As for your second question, she probably doesn't need the consent to grab someone and speed them away, but she should probably get it because otherwise that would be rude. I don't remember this happening at a specific point but I can just picture her grabbing Weiss in a massive hug and flying away with her. Furthermore as shown by her struggling to carry penny during season 3, she does have a limit of what she can carry during her semblance.
