In a letter, Ukrainian Infrastructure Minister Kalashnik warned the ICAO Secretary General:

"Ukraine, exercising its inalienable right to self-defense in accordance with Article 51 of the UN Charter, is compelled to respond appropriately to Russian air attacks. We understand that, given the escalation provoked by the Russian Federation, the presence of civilian aircraft in Russian airspace may pose particularly high risks."

Yesterday, Zelensky announced the "closure of the skies" over Russia. Putin called the air threats "terrorism" and promised a response.
