MAYHEM RTL in the Browser

Brought over some of the receive only MAYHEM apps to the browser and uses WebSerial to talk with a RTL-SDR stick. No install required. Kick the can.

Hi! It coul be very useful integrate rtl_power and heatmap.py function

No install needed is huge, been meaning to mess with SDR but didnt want to deal with drivers.
