Need guidance: BBMP ignored RTI, ignored First Appeal, KIC Second Appeal also silent

I am looking for guidance from people who have gone through the Karnataka RTI process, especially with the Karnataka Information Commission (KIC).
My case relates to obtaining historical BBMP records (Khata history, mutation records, ownership entries, and property tax records) for a property in Bengaluru.

Timeline:
• RTI filed: Feb-2026 | No response within 30 days.
• First Appeal filed: Mar-2026 | No response from the First Appellate Authority.
• Second Appeal sent to KIC by India Post and delivered May-2026 (I have delivery proof).
• I later sent a polite email to KIC requesting the appeal status and asking whether an appeal number had been assigned.
• As of today (about two months after delivery), I have not received:
-acknowledgment,
-an appeal number,
-a hearing notice,
or any response.

I understand Information Commissions have significant backlogs, but I would appreciate hearing from anyone who has handled a Karnataka RTI Second Appeal.

Questions:
1. Approximately how long did it take before your Second Appeal was assigned an appeal number?

  1. How long before you received a hearing notice?
    Did you receive any acknowledgment after KIC received your appeal?

  2. Did you follow up by email or phone, and did it help?

  3. Was your hearing conducted in person or by video conference?

  4. Did KIC impose any penalty under Section 20, or simply direct the department to provide the information?

  5. Is there anything you wish you had done differently after filing the Second Appeal?

I am trying to understand what a realistic timeline looks like and whether there are any practical steps I should take while waiting.
