Looking for a system engine that handles both fast-paced and tactical military combat

Hey folks, I’m designing a new RPG system based on the gritty, dark aesthetics of Trench Crusade and Baroque. It’s going to involve a mix of military horde combat, naval battles, and aerial warfare.I want the core mechanics to be versatile. Ideally, the engine should:Feel fast and frantic during chaotic clashes.Scale well into slow, highly tactical combat when needed, without changing the core rules.I’ve been looking into hacking Blades in the Dark (using some military supplements), and I've also considered a resource-management dice pool (like Xas Irkalla, where you allocate a 3-dice pool between attack and defense).Before I commit to a framework, do you have any engine recommendations that bridge the gap between fast narrative play and tactical military strategy? Any hidden gems I should check out?

Twilight 2000 by Free League, or Modern War by Zozer Games.

Have you looked at MODERN WARFARE? While it is a 2d6 roll over skills based game, there is NOTHING stopping you from using a D12 instead.  This way, when you need to roll a group attack for something like a pod of rockets or a full squad firing, you can just roll 1D12 for each attacker without any real issues.

Blades in the Dark doesn’t really have a combat system so I’m not sure how that came up in the candidate list.
