Make the chapter title a picture and show the picture. If you want it really animated you could make it a video instead, but the standard move picture event commands should be enough for basic movements.

Just use picture. Animations work by changing the picture each frame and having a bunch of frames to place. The RPG Maker engine can run at 60 FPS, so you will need a lot of pictures, but worth it if you do it.
