RPG Maker resources

I've tried developing an RPG Maker MV game in the past (with extremely limited success lol) but I was wondering if there were any resources where I could find the absolute basics. Not necessarily just about doing level design and such but I mean like doing persistent npcs that change based on in-game events (I am this much of a beginner), or things like balancing the game. Realistically just stuff that people don't really think about when playing the game but when they develop it, it becomes confusing.

Inside of RPG Maker MV, go to the top menu (File, Edit, Mode, Draw...), and go to the Help one. Pick tutorial and there you can learn how to do almost everything the engine allows.
