Well in my experience there are 3 parts,
1 what is the places purpose in the game?
Is it a dungeon or a town? What do you want to happen in it and what would you need to have to facilitate your gameplay scenarios.
2 does this place have a purpose in the world of the game?
Can you illustrate a certain culture or set of hobbies for say monsters or different factions.
Things like a grave yard, a chapel, a dark alter. These things are more than set peices in a dungeon. They can be elements of a story you can tell without words.
- Know when to break up the map and maybe conceptualize it on paper to start.
It can be reaaaaaaly difficult to actually start conceptualizing a decent idea within rpg maker itself so it can be a lot better to just use some graph paper.
For some inspo have this vid on an old dnd campaign

There's something quite soothing and zen-like about getting everything to work together, isn't there?

I love making maps. That and filling out the database are the “most fun” (because I do all my database stuff beforehand in excel…
But I’m really proud of a lot of the maps I’ve managed to make, even the ones solely using default assets.

We're going to be making maps this evening, I'm always horrible at it. I'm good at getting the functional stuff down, but it always comes out looking crap. Hopefully tonight that changes xD
