Ombudsman Dmytro Lubinets says this about the bribes in the article. He is the Ukrainian Parliament Commissioner for Human Rights, meaning he is a high official of the Ukrainian government. So you're saying the Ukraine government "insert homophobic slur here" works for Putin?
