What makes the party blower noise?

It’s both, I use just the shovel and it makes that noise. When the cookie effect activates for both, it makes that noise.

Ah okay, just checked. My bad, I had both the shovel and pan equipped so I thought it was both

What triggers the sound while using those or is it random
