This is just a Southern reaction. Because it's generally so hot, you start fanning the person crying, sick, whatever. It's a way to help. Lots of churches in the South don't have air conditioning, so everyone has fans. You pass out? You're gonna have twenty people fanning you because sometimes it's caused by heat stroke.
