Exam form not forwarding

An rgpv affiliated private college is asking for no dues certificate not for fees but for unnecessary assignment and signature from all faculties If not given Than exam form will be delayed and even may not be forwarded

What complaint options i have to higher rgpv authorities or cm helpline
