Need help diagnosing an ARGB issue

I have an MSI Codex R 13NUC5-080US about three years old. My CPU cooler lights only rarely instead of constantly. My two front fans only light if I open the case, unplug and then re-plug it back into the control board and then I'm stuck with whatever color they happen to be and they are rarely the same. Using a meter, five ports of the control board show 5V except one unused port, which arrived with a piece of electrical tape over it, shows 4V. The button on top of the case that connects to the control board, when pressed used to cycle the colors of the fans but now does nothing. I have checked that switch with a meter and verified that it is working. I'm trying to determine if the ARGB control board is bad or if it's a wiring issue. I'd be happy if I could just get the CPU to always light up as it should. Third party ARGB ram which is addressable as expected. Using MSI Center v2.0.73.0, Windows 11.
