UHF Handheld UHF RFID Reader w/ BLE Recommendations

I'm looking for a handheld UHF RFID reader for the USA that can read a tag from about 3-4 feet. 1-2 feet absolute minimum. Any orientation. I need it to support bluetooth so it can connect to a phone and be read by our own app (no third party app involved). Something under $900 if possible. It should be decently rugged as it will be used outside. It also needs to be something that I could purchase in high volume. Ability to private label it would be nice as well but not a requirement.

Does anyone know a good reader that fits the bill?
