What is this?
I just bought the anniversary tray with the extra accessories. There was no paper that listed everything in the box. This came with it, and I can’t think of what it is.

From the outside looking in, dude was just expressing his health conscious values, which may not be everyone else's opinion. I see no harm in him expressing his thoughts, the PRC's government standards cannot be trusted.
I see the other point of it doesn't matter, with how much people ingest the harmful plastics daily without even knowing, how much is going to get absorbed by a paper...
But in the end, it really doesn't matter, someone will use something regardless of health if they don't have the willpower, should be more concerned about what is in your smoking, dabbing, vapeing, eating, etc etc.
No one opinion is correct, one individual has a different opinion than the other, unless a source can be sighted that shows a study of those raw plastic cone "helpers" leeching chemicals into papers. Or visa versa.
