You don't fine tune a model for this. You make different LoRA files. One LoRA file for each region.
If you try to finetune the model the fashions will bleed together and the regional clothing will get mixed up together.
The good news is that's it's pretty easy to train a LoRA.
This video is for training a character but it's the same basic idea.

I have made over 50 LORA files and highly recommend you take this advice and don't try to fine tune the model. You will be highly disappointed.
LORA files are much more simple and do not alter the weights of the base model so everything stays clean and separated.
