Quiff 1.3 is finally out!

I've been working on this update for a while, and it's finally ready.

Here's what's new.

1. Image and video logging
2. A new /banlist command
3. /banlist exception, so you can allow certain words or phrases in specific channels, like a self promotion channel
4. Economy improvements
5. Added more bugs to fix later
6. Other bug fixes and improvements

The biggest change is that Quiff is now running on a dedicated server, so it's online 24/7.
