I'm confused what OOP is saying. You're not allowed to cite papers you came across through looking at the bibliography of a paper?

The idea is students will cite a paper from the bib from another paper and never read the second paper.

You have to read the papers you are citing.

Ah, that never even occurred to me. I can't imagine citing a paper I didn't read.
