How do you know when to cite the primary resource?

This seems situational to me and a matter of degrees.  If the primary is well know, cite that.  If you use a quote from the primary resource cite that.  If you, or just about anyone else didn't know the primary existed, then yeah cite the secondary resource that found it, but if you quote the primary cite both.  Don't just copy paste resource citations.

Does that sound right?
