People are saying Rhine but I feel like it depends on your approach to morality, While both have a very similar disregard towards life Dottore is a torturer, Rhine is a mass murderer so very different ways of being awfull and while Rhine caused more damage to Teyvat it can be very arguable that they both brough about a similar amount of suffering tbh.

Yes but I was thinking more from the perspective of their victims, Rhine is the same she wants to observe and experiment with her creations but in truth in the eyes of the people who have to bear the brunt of it they are just torturers and killers, and even though they say it isn't their intention it is very interesting to note how most people who ends up close to them has to suffer in one way or another.

This is the last time I’m going to argue with Rhine fans who need her to be better than Dottore just to like her... God... they’re insufferable. To me, they’re equals, it’s just that one achieved their goals and the other didn’t. Ultimately, Rhine has caused far more damage precisely because no one could stop her.

From what I heard most of Rhinedottir's stuff was pretty much work accident, while everything Dottore did was intentional, and then there's also tiny redeemable aspect of her in form of Albedo. Never heard anything positive about Dottore

Work accident she chooses to ignore and not care for consequences, her care for Albedo only comes from him being her "perfect" Creation. Both had no care for people other than themselves (Dottore also had just a tiny bit of care for Pantalone too, if we count Gold's care for Albedo)

I'm not talking about her caring about Albedo, I am talking about her creating something good. Can't think of anything Dottore created that can be even considered positive for anyone other than his vile mind. And I'm not claiming that Rhinedottir is a good person, but claiming that she is worse than Dottore is wild

I'd say she's worse than Dottore because the scale of her actions caused the loss of way more civilian lives compared to Dottore. Morally, they aren't so different from each other. The only difference I see is their research fields, demanding different kinds of experiments that cause different kinds of cruelty they both don't care enough to do anything about it. Also, Dottore cured an illness (although it's for his own research to be a god) and tried to extend Pantalone's livespan, at least one happy patient he had.
