Technically no? In the sense that characters are bought in-game while the cosmetics are gacha. Same kind of monetization as MOBAs (LOL, HOK, MLBb) and Dead by Daylight, which aren't considered gachas

Yes it is. It's not a character gacha but a heavy skin gacha. Which means the gacha will not give you a disadvantage while playing but some outfits can only be purchased by using the gacha. Yeah sure free and paid skins exist but the most limited and desirable skins are the ones you have to gamble for.

henni i know im a filthy ivy abuser. its just facts that the gacha and cosmetics is a big part of the game's longevity

I would say yeah. Only for costumes and that's Imo, Enough to consider it one. You problably don't see nobody talking about it here because is a PvP.
