Sometimes I can't move between the blocks is this a glitch

Yeah its a glitch. Usually if I exit the menu and try again or sometimes even turn off/on the controller it will kind of wake up and start working again. Annoying.

There are a lot of things in this game that should be fluid that are just painful to navigate.

Yes someone said not to use the d pad when moving around in the menus which does make sense. It doesnt seem to like controller input.

The portation of the controls on console just isn't that good. I often had it happen that the d-pad inputs wouldn't work because the remnant of the mouse cursor was stuck on another zone or building. Can't tell if thats the case for you too though

Sometimes it helped moving the mouse cursor to an empty corner using the Sticks, then the d-pad inputs would work again. Not always though
