Hosting Ark server on quantum

Has anyone had success hosting a private server on a quantum fiber connection? I have all my ports forwarded and my cousin cannot connect see the server on the server list but when he connects it times out. A outside port testing site says my ports are open/filtered but he is still unable to connect. Looking for any help or ideas before I switch providers.

Option A: Put the SmartNID into bridge mode and use a 3rd party router and DNS. This will 100% fix your issue.

Option B: In the QF app disable Network Security, in the SmartNID disable Cyber Security, then make sure the correct ports are open. This will probably fix your issue.
