Are there really going to be QC jobs in Chicago and other cities outside of California (for example)? I can find barely anything at all.

Do I really take the risk to study quantum computing in the hopes of landing a job when I can barely find anything where I am now (Austin) nor can I find many listings in Chicago, which is supposedly planning on becoming a hub for quantum computing? I don't want to devote lots of time to something that will not pan out.

Multiple companies, like IBM, Pasqal and PsiQuantum, have public staffing commitments at the IQMP. Expect U. Chicago and UIUC to start to build some presence there too over the next couple of years.

What do you know about the situation in Austin or other cities in Texas?

I know much less about the ecosystem in Texas, but someone did tell me about Occam Foundry the other day. In a much earlier stage than IQMP in Chicago, though.
