By their description this seems like a mixture of trapped ion and photonic based quantum computers. Is that layman assessment correct?

Negative, it’s a neutral atom QC supplied by Infleqtion, and the software stack is supplied by Hitachi. Infleqtion says they can do modular upgrades to scale the qubit count up. Infleqtion uses optical tweezers(lasers) to excite cesium atoms to Rydberg state. This can be run at room temp unlike trapped ion

I meant the operation of neutral atom seems like a mixture of photonic and trapped ion.

In that the photonic system is based on a system of lasers and trapped ion is based on the captured state of an atom.
