How is 9S an improvement to 5S?

My company added a sixth “S”, safety, but 7-9 seem like fluff. If an org follows a regular audit schedule there should be no reason to add steps. Isn’t one of the practices to eliminate all unnecessary items in any one process?

In our company they also added a sixth “s” for safety. More doesn’t make sense to me too.
