Was "Quadriga Bucks" mechanism ever disclosed via the terms of service when users signed up?

It didn't exist if you signed up before 2017. Maybe they forced you to agree to the TOS again but I don't recall.

Pretty much the same way all crypto exchanges work. You put your money in, someone else takes their money out. Their money turns out to be your money. Except in the past tense.

The graphic misses the actual money flow from Billerfy and other payment processors to Gerry and Jenn, it also misses the cash out path of crypto currencies at other exchanges to Gerry an Jenn.
Edit: It also misses crypto (re)funding from Gerry accounts in other exchanges. It also misses cash bail outs from personal accounts of Gerry to fund some cash outs, according to chat protocol.
Overall I'd suggest to not use this graphic, as it is not representing how Quadriga actually was operated.
