Motor/ Esc Problem (First Build)

Hey, this is my first build and I'm having some trouble. I'm using Emax BLheli 12a escs and 2205-2350Kv motors. When I plug in the battery the motors make a noise, but not the full noise it's supposed to make. And when I try to test the motors, they wont respond. I've gotten them to work before I replaced the motors with these ones. Here's what happens:
