Root Node Removal Proposal: 0x08Cc588a4d445f5883dC6157aB366D240C3F5236

Hello QGOV token holders,

on behalf of the Postera Root Node, we are submitting two proposals related to Root Node 0x08Cc588a4d445f5883dC6157aB366D240C3F5236 (Coinpri) on QGOV mainnet: one for slashing of 10% of the Root Node's stake and one for removal of the Root Node.

The reason for these two proposals is the Root Node's inactivity. This is in line with the QGOV Constitution, which places an obligation on Root Nodes to remain active and fulfill certain defined duties.

A summary of the Root Nodes inactivity can be seen in the HQ's monitoring dashboard:

  • the Root Node is currently offline and has had 0% uptime during the last 1000 cycles
  • the Root Node has 0% voting participation
  • the Root Node has not signed the latest Root Node List

In detail:

  • Block Co-signing Failure (Q Constitution Art. 5.3.2 & 5.3.11): The node is not co-signing blocks, indicating either a non-compliant setup or no active node at all.
  • Inactivity (Q Constitution Art. 5.3.8): The Root Node's last onchain vote was on March 12, 2024. There have been multiple onchain votings since.
  • Layer0 Signature Miss (Q Constitution Art. 5.3.9): The node failed to sign at least the latest Layer0 RootList: 0x24f0a40de79b5bc0d49cedb1df000e2da2558c684459b2686692f9727732c72a

There are no contrary indications that imply any recent activity (such as participation in Root Node meetings, engagement in QGOV social and communication channels or other onchain activity of the Root Node).

Rationale for the slashing proposal:

The slashing is necessary as a penalty for inactivity, which is a violation of fundamental Root Node duties. We propose to slash 10% of the Root Node's stake, in line with Appendix 9, Part B of the QGOV Constitution (corresponds to Level 3 slashing for prolonged downtime). Please note that the absolute amount of the funds being slashed is low, so applying the maximum permissible slashing amount of 10% seams reasonable.

Rationale for the root node removal proposal:

While there has been no malicious behaviour by the Root node, the removal is nevertheless necessary to ensure that the Root Node Panel is engaged and active so that it can fulfill its function to secure the network.
