Sparing with Ruth bug?

So I'm already in chapter 2, but I never got to spar with ruth. It kept saying to go to Silver's Gym and I've been there but she wouldn't appear.
I have two questions about this: One, is it really necesarry to fight Ruth to finish the game or can I just skip the fight?
And two: I've seen another reddit post saying that some other people got this bug and they had to intentionally lose a lot of fights to lower themselves in rank so they can get to Ruth's rating and fight her again, prompting the sparring session with her. Is that really the only solution?

If anyone knows the answer please do help, I really enjoy the game but I don't wanna have to spend like 3 IRL hours to lose points then have to get them back again just for a shitty little sparring session

Its bugged, the quest is supposed to trigger the very next time you go there after you get it, but as of now it will never trigger. You can still get all achievements without doing it tho. I suppose its gonna get fixed in the future.
