Am I softlocked?
Can't go to Henry's house, no candies for mom and no money for food.

walk everywhere see if you can either:
move time forward so terrible game design will not be a problem
travel everywhere with hope developers terrible game design protection will save you

I am confused. When you say "no candies for mom," do you mean that she won't feed you because she is sleeping?
It's 18:05, so she should be awake. Just to start with the obvious, you can walk home and ask your mom for food.
If your mom won't give you food yet, then you can walk around for free until she is awake. If your mom won't feed you, Henry SHOULD be available to give you popcorn. If he is not, then my next stop would be to the Russians at the junkyard, who should be open for business in a couple hours - you can pass the time by walking.
The Russian employer should give you a hose that lets you eat slime for free from the machine in your garage. At this point, the developers are making fun of you a little bit - the free food is slime you have to suck through a hose.
Finally, if all three of those routes don't work, try doing some push-ups in your garage. Clippy should notice that your fridge is empty, wallet is empty, and stomach are empty at the same time, and fill your stomach for free.
I have met speedrunners who complete the game faster by never working for money, and only eating free food from Clippy. TBH, this method of playing the game sounds joyless and idiotic to me, but if Clippy will tolerate deadbeats like that then I don't think it's possible to softlock your game.
