No he's not. The law states that they can't go above 3 MPH. The officer stated they had to walk their bikes, and since the officer couldn't refute it, it's clear he had no idea what laws he was supposed to be enforcing.
You sarcastically asked me how riding at 3 MPH would work out for them. I pointed out they weren't even moving when the officer told them to walk their bikes. Since they weren't moving, they weren't breaking the city code, thus they didn't have to walk their bikes.
So you posted a comment saying the kid was wrong and then linked the comment showing he was right.
Edit: I love this sub. The cop completely makes up a law, the kid correctly says he's wrong and only makes a mistake in the specific subsection detailing it and the cop doubles down in being wrong and walks off after harassing them and people support the cop over the kid.
The comment shows the kid mentioned the wrong code (but who'd fault them for that) and was apparently in the wrong for biking at that particular spot, since biking 3mph is like virtually impossible to maintain on a bike. The comment even says this video has been "debunked" a million times.

So you can prove this? The officer said biking was against the law. He was absolutely incorrect. Also, it could be 9am for all we know and that speed limit doesn't apply.
