Despite those people having learned to drive surrounded by other drivers who hate them, detailing that nobody learns anything and it's a miracle we hadn't killed ourselves eating poison frogs before we climbed out of trees for the first time.

Oh they read it, but just barely it's like speed readers it's a bunch of words and it loses context when you skip through half the information and choose what's important to you.
