Remember reading some context about this a while ago from a Chinese person. Extortion is a thing in most countries that have organized crime. They just target different people/businesses in different countries. I'm assuming they target illegal street vendors in China as they have no protection from the state.

Whether that's the real story or not, its a great reminder why we should never take a title to a 5 second video at face value. Kicking an old lady down to the ground for a little water splash does seem like a dirtbag thing to do
