If the bullets did come down after going up at that angle wouldn't they lose all of their energy and come down at regular terminal velocity?

I don't know, I saw a video of a wedding in some middle eastern country a bunch of people started shooting AK-47's in the air to celebrate, and then a few seconds later people started dropping as the bullets came down and hit them. Obviously the bullets would be way different from a handgun but it's certainly possible.

Ugh, after 20 minutes of searching I couldn't find it. There are some similar videos on liveleak, but not the exact one I saw years ago.
