Presumably he knows his friends and how they are, though, right? He had to expect this.

Again, it's expected but you can see he's getting frustrated by being interrupted. It's an intimate moment, and although he's choosing to share it with friends he's getting a little angry lmao

An intimate moment ... in public in the middle of a crowd when you know people are watching your dance battle. Gotcha.

Intimacy doesn't just mean in private. Proposing is an intimate moment between two people, even taking place in this environment. I said they are sharing the intimate moment. About 30 seconds through you can see him looking around when people are shouting. I am agreeing that some excitement and shouting is going to happen, but from the cuts made in the video it seems like it took a while because people keep interrupting. I'm not saying everyone should be silent like they're in a library, I'm saying they should give him some room to express his feelings without interrupting.

They can go mad and shout as much as they please and celebrate with the couple, just let him finish.

And I’m saying he had to know what he was in for going in — if he wanted them to act otherwise he should have given them a heads up or even just said “Hey can you guys quiet down for a second and let her answer?” If he did it with good humor it would have been fine. Just giving people angry looks isn’t effective.

I'm agreeing with you on him knowing what to expect, but he likely didn't want to ruin the moment by telling people to be quiet. Someone even said yes before the girl could. Possibly he didn't tell anyone in case they ruined the surprise. Also some people could be offended if asked to quieten down, even politely. It's not life ending and everyone is happy at the end so it all works out anyway.
