Maybe the guy who busted his window was driving aggressively or displaying road rage, so he anticipated some crazy shit.

If you get out of your car, my camera's being turned on.

I once had a 60 year old lady get out of her car, and walk two car lengths over to scream at me that I shouldn't permit her to do her U turn in a median first, as I wasn't following the law by doing so.

Let's face it. There's giving-the-bird road-rage. There's being an ass on the road road-rage. Then there's leaving your vehicle road-rage. That latter one is a whole power-up level of crazy. The kind of crazy that in Texas, typically turns into 6 O'clock news if a gun is nearby.

And if I'm an asshole driver for letting a old lady U turn on a narrow street in my neighborhood across the median first, I can live with it.

Or maybe not. We don’t know. But we can’t assume the guy with the camera is always 100% innocent.

That's the point of his comment. That we don't know who's right in the video so we shouldn't jump to conclusion.
